Starting June 25, 2025, new federal guidance will require all commercial drivers to pass a two-step English screening during roadside inspections:

  • Spoken English interview
  • Traffic sign comprehension test

Drivers who fail may be placed out-of-service — except in U.S.–Mexico border zones, where citations will be issued instead.

What this means for the freight industry:

  • Fewer available drivers = tighter capacity
  • Driver pool shrinkage = Less capacity could drive rates up
  • Increase of transit delays
  • Higher compliance costs passed to shippers
