
Starting June 25, 2025, new federal guidance will require all commercial drivers to pass a two-step English screening during roadside inspections:
- Spoken English interview
 - Traffic sign comprehension test
 
Drivers who fail may be placed out-of-service — except in U.S.–Mexico border zones, where citations will be issued instead.
What this means for the freight industry:
- Fewer available drivers = tighter capacity
 - Driver pool shrinkage = Less capacity could drive rates up
 - Increase of transit delays
 - Higher compliance costs passed to shippers
